Bob Shaver is an experienced attorney with a long-standing focus on public sector law. After earning his J.D. from Wake Forest University School of Law, where he served as Research Editor for the Wake Forest Law Review, Bob began his legal career in civil litigation and appellate work before transitioning to representing North Carolina local governments exclusively. Over the years, Bob has served as County Attorney for Caswell, Rockingham, and Brunswick Counties, where he has become known for his reliability and straightforward approach.

Bob’s practice includes a wide range of legal matters affecting local governments, from tax collection and zoning issues to complex public utility matters. He played a pivotal role in implementing Brunswick County’s first electronic contract routing system and has worked extensively on utilities issues such as system mergers, regional service agreements, plant expansion, and PFAS litigation. His leadership in the field includes a term as President of the North Carolina Association of County Attorneys as well as serving as a member of the Government and Public Sector section of the North Carolina Bar Association.

Outside of work, Bob enjoys spending time with his wife, Karen, exploring the world of live, original, independent music; the two frequently attend music festivals and cruises. Although Bob lives on the coast, he jokes that he doesn’t eat seafood, play golf, or tan. He also enjoys playing guitar, even if most of his playing involves admiring his instruments on the wall.

Described by his colleagues as evenhanded and reliable, Bob is focused on helping local governments navigate complex legal challenges with a practical approach and dedication.
