Since joining the firm in 2004, Matt has handled a wide variety of general civil litigation matters. Matt now devotes his time to representing governmental entities, including state agencies, counties and municipalities in condemnation and inverse condemnation lawsuits, trucking clients, and public sector clients as their general counsel. During his career, he has litigated high profile, high exposure cases in multiple jurisdictions throughout North Carolina and maintains an active appellate practice. Matt has successfully tried cases to verdict in the North Carolina state courts, before the North Carolina Industrial Commission and in multiple arbitration forums.
As co-chair of Teague Campbell’s Eminent Domain team, Matt has handled hundreds of eminent domain cases for state agencies, counties and municipalities. Since 2015, Matt has represented the Department of Transportation in the Map Act litigation, which began as a class action lawsuit filed by landowners against the North Carolina Department of Transportation and evolved into over 600 individual lawsuits. During the Map Act litigation, Matt has served as lead counsel for the Department in over 100 cases and has appeared at oral arguments in multiple jurisdictions to represent the Department at critical hearings that affected the entire litigation. In addition to his litigation caseload, Matt currently serves as a liaison between the Department of Transportation’s leadership, the multiple private law firms throughout North Carolina handling Map Act cases on behalf of the state and the Attorney General’s office. In this project management role, he works to communicate with both the Department and the litigation team to implement consistent statewide litigation and appellate strategies and to ensure compliance and execution of those strategies to achieve project goals.
Matt also advises public sector clients in a general counsel capacity. Notably, he is the attorney to the North Carolina Veterinary Medical Board. In that role, he advises the Board on member discipline issues, Board rules and legislative issues affecting the veterinary profession.
Matt graduated from North Carolina State University, magna cum laude, earning his Bachelor of Science degree in Business Management, with a finance concentration. While at North Carolina State University, he was inducted into various honor societies, including The Golden Key Society and Order of Omega. He then attended law school at the University of North Carolina, where he earned his Juris Doctor degree in 2004. During law school, he served as both a staff writer and articles editor for the North Carolina Journal of Law & Technology.
Outside of the office, Matt enjoys spending time with his wife and two children and cheering the NC State Wolfpack on to victory.
