Jacob has a tangible passion for the law that, when combined with his almost two decades of experience, makes him a formidable attorney in and out of the courtroom. Jacob is a seasoned litigator in the areas of general tort liability defense, municipal law, professional liability and eminent domain. Jacob appreciates being able to provide a valuable service to his clients. In liability and risk management, he relishes when he encounters a new problem that needs to be solved. Jacob’s thoughtful and meticulous nature has led to his effectiveness as a negotiator and litigator.

Over the past seven years, Jacob has represented the NC Department of Transportation in over 100 inverse condemnation cases related to the Map Act. His experience with the Map Act litigation includes countless court hearings, a jury trial and multiple appeals. Jacob has represented both municipalities and private contractors in litigation arising out of road construction disputes. Throughout his 20 years of legal experience, Jacob has worked closely with local governments on a variety of issues, including litigation involving qualified immunity and law enforcement, premises, construction, waste management, utilities, and EMS.

Jacob has been recognized for inclusion in The Best Lawyers in America for Litigation – Insurance in the Raleigh metropolitan area since 2021 and has earned the highest (AV-Rated) ranking awarded by Martindale-Hubbell. He is a member of the North Carolina State Bar, North Carolina Bar Association, Wake County Bar Association, and North Carolina Association of Defense Attorneys, Defense Research Institute, and is admitted to appear before all North Carolina courts and in the United States District Courts for the Eastern, Middle, and Western Districts of North Carolina, as well as in the United States Court of Appeals for the Fourth Circuit.
